Steps in the Microsoft Teams Admin Center

1. Visit https://admin.teams.microsoft.com
2. Go to “Teams apps > Manage apps”
3. Search for "WebChat"
4. Click on WebChat to open the Details page
5. Select the Users and groups tab
6. Set availability to “Everyone” and apply changes
