Customer need or pain that the offer addresses: As the citizens are aware of the flagship schemes of the State Government, they are not always aware of less popular schemes targeting specific groups. This information gap is often exploited by dishonest elements. Welfare scheme delivery suffers due to complexity in the application process and processing of the application. The current welfare delivery system is such that it requires high involvement on the part of the bureaucrats.
The adoption of technology to improve last-mile delivery and increased accountability of implementors is required. This can be achieved by transforming welfare schemes from “Design-Discovery-Delivery”.
