Built on Microsoft Azure with native integration to Microsoft Fabric and Copilot, VLME leverages Azure OpenAl and Cognitive Services to operationalize the 3P Framework - Predict, Profile, Personalize - enabling behavioral analytics and predictive modeling to anticipate learner needs, surface risks, and recommend tailored pathways in real time. Fabric-driven data orchestration and Power Bl analytics procure auditable near-real-time insights for educators, administrators, and policymakers to improve retention, increase competency attainment, and optimize resource allocation. Security and compliance are foundational: VLME enforces FERPA, HIPAA, and CJIS controls, applies role-based access, end-to-end encryption, consent-first data handling, and integrates Microsoft Defender for continuous threat
protection across hybrid and Azure
Government deployments. Accessibility and inclusion are embedded by design through Microsoft 365 Education tools such as Reading Progress and Immersive Reader, ensuring materials and assessments are usable by
learners with diverse needs and supporting equitable outcomes.
