Scope: Assess current Microsoft Fabric capacity utilization, workspace usage, refresh patterns, and workload consumption to establish a baseline for optimization. Define a cost allocation and ownership model across workspaces, domains, teams, and business units, while enabling monitoring of capacity utilization, refresh trends, and workload performance. Identify opportunities to optimize capacity sizing, scheduling, refresh frequency, and workload design, and implement cost visibility, usage tracking, and tagging approaches where applicable. Establish budget controls, alerts, and threshold-based governance practices, along with a recurring cost review cadence and FinOps operating model to support financial management and optimization.
