Legislative Report Router

Every session, someone turns legislative bill reports into action: reading each entry, figuring out which division owns it, forwarding, tagging, tracking who has responded. Legislative Report Router does the mechanical part and leaves the judgment to you.

PARSE THE REPORT

Open (or compose) a bill-report email and click Parse. The add-in reads the report - email body or attached Word document - and extracts every bill and amendment: number, assigned divisions, comment requests, and the full brief.

Deterministic, line-aware parsing (no AI): references like "Successor to HSB171" inside a brief never split an entry, and nothing is discarded silently. State presets configure bill identifiers for all 50 state legislatures and Congress.

REVIEW BEFORE ANYTHING HAPPENS

Every bill appears on a review screen - color-coded by routing status, with editable divisions and briefs, confidence scores, and warnings. Unknown divisions are prominent. Nothing publishes without your explicit confirmation.

PUBLISH TO TEAMS WITH REAL MENTIONS

One post per bill to the right Teams channel, mentioning the division's Teams tag or specific people with real @mentions (actual mention entities, not plain text). Consolidated per-division emails optional. A full audit trail is written to your SharePoint site, and duplicate publication is prevented - re-running a report skips what already posted and retries only failures.

YOUR ROUTING, YOUR DATA

Routing rules live in a SharePoint list your admins edit in Microsoft Lists: division codes, aliases, priorities, effective dates, Teams team/channel/tag IDs, email recipients. A bill-tracker list (pinned as a Teams tab) shows per-division review status - who has looked, who is still waiting. Org profiles let a coordinator configure once and share setup with the whole team in one paste.

PRIVACY BY DESIGN - WE COLLECT NO DATA

No publisher server, no accounts, no analytics, no AI. Parsing and publishing run in your own Outlook session against Microsoft Graph with delegated permissions - the add-in can only reach what you can already reach. Report contents never leave your Microsoft 365 tenant. Cloud endpoints are configurable for government clouds (GCC, GCC High, DoD).

HOW TO USE

1. Admin: create the routing and audit lists on a SharePoint site (guide on the support page) - your Excel routing matrix imports directly.

2. Open a bill report, click "Report Router", connect the site (one time).

3. Parse, review, preview, publish.
